Encourage diverse community organizations, interest groups, and leaders throughout the defined service area to more effectively coordinate existing prevention and early-intervention programs for youth.
 

Demonstrate that the development of broad-based support within the community and close coordination with appropriate public agencies can substantially contribute to the reduction of youth-related problems.
 

Encourage and stimulate, in target communities, self-sustaining and innovative multifaceted prevention and early-intervention programs targeted toward youth.
 

Assist prevention and intervention service programs in developing outcome objectives that are not necessarily treatment or reactive based.
